They did this for safety margin reasons (I think it's unlikely to hurt an engine when running stock boost...even though boost can be raised safely to make more power). The main benefit of the HKS boost controller is to allow you to safely raise the boost and make more power (The factory didn't give you that option with adjustable boost, because people like me would push the limits). You are "thinking about" upgraded turbos....you only run your stockers to a max of 12 psi. You have the supporting mods to allow you to safely run significantly more boost, and effectively run bigger turbos. I don't know what the octane is in NJ (as I remember it is 93ish), but with an upgraded ECU, bigger intercoolers, 93 octane, and a properly tuned car, you should be able to run 15-16 psi safely. I would invest in a fuel tuning device (Apexi makes an Air Fuel Controller-AFC) and get someone to tune your Z to optimize safety and performance. But if acceleration gets you off (with apologies to your wife), you have a bunch of power safely waiting for you. You've got a great set of mods, and really aren't making use of them (read: turning up the boost). Sorry if that's unsolicited advice you weren't looking for.
